The accounts could not be merged

The accounts could not be merged: what the ForestVPN message cp.merge_refused means, why it appears and what to do about it.

Updated October 11, 2026

What it means

A merge of two accounts, a change of account number, or the deletion of an account was refused. Nothing changed. The app shows the reason in words.

What to do

Read the reason the app shows. Typical ones: the two numbers are one account, a number is not recognised, an account is on hold, or you must act from a device that has been on the account for a week or more. To delete an account, use a device that has been on it for a week or more; a browser or a newer device can do it once none of the older devices has been used for 30 days.

Why it happens

Merges, number changes and deletions are limited to protect accounts from being taken over. Some limits have a date, and the app shows it.

Where you see it

The ForestVPN apps show this message where the step failed: on the Account, Devices or link screens, and on the console at fvpn.net. The code is cp.merge_refused.
