The app says: "This month's backup route is used up. You can still connect where VPNs aren't blocked."
What it means
The data your plan includes for the backup route this month is spent. The tunnel still connects where VPNs are not blocked. The app shows the date it comes back.
What to do
Wait for the date the app shows. On the Free plan you can look at the plans. Read more about the backup route.
Why it happens
The backup route is metered separately from the ordinary tunnel.
Where you see it
The ForestVPN apps show this message when you connect, or on the Account screen next to your plan. The code is cp.cdn_allowance_exhausted.
