Withdraw all advertised routes from a device

Clears both the advertised and approved CIDR sets, moves the device back to inactive, and scrubs any VSpace exit-route pointers that referenced the device. Account-owner JWTs can target any device; device-session tokens may only target their own device (Phase 6).
